I know you said you use the Stumpy Brush for inking, but I tried looking for it and only found some pencil presents that didn't seem all that good for inking...
It is in fact a tool preset, that’s the one I use, so you probably found the right one. The blog is something like.. stumpypencil.blogspot or something along those lines. It’s just a dude who likes to make stuff for photoshop (and do art with said stuff). xD
